We were thrilled to have homeowners join our January board meeting—the first under Washington's new WUCIOA transparency requirements. Your participation helps strengthen our community, and we hope to see even more neighbors at future meetings.

The Board met on January 27th to address key community projects, financial planning, and the evolving requirements under RCW 64.90. Here's a summary of the decisions made and discussions held on your behalf.

📋 Board Actions & Approvals

🎾 Pickleball Court Repair — Approved

The Board selected Sound Sport Surfaces (Option A) at $17,890 plus tax to repair and resurface both pickleball courts. This addresses the cracking and slippery surface conditions that posed safety concerns.

Scope of work includes:

• Pressure wash surface
• Patch cracks and defects with patch mix (sand, cement, binder)
• Sand patches smooth
• Apply SportMaster surfacing system: 1 coat black acrylic resurfacer + 2 color coats
• Line painting for pickleball

📊 2025 Tax & Audit Services — Approved

The Board approved ENOS (our current CPA) at $1,900—saving $600 compared to alternative proposals while maintaining continuity.

🧹 Park Pressure Washing — Confirmed

The Board re-confirmed Momentum Commercial Maintenance at $991.80 (including tax) for pressure washing the park area—an important safety measure to prevent slips.

Scope of work includes:

• Apply liquid moss killer to mossy areas on walkways (at least 1 week before pressure washing)
• Pressure washing of all asphalt walkways and curbs, basketball court, tennis court, play structures, benches, fire pit, walk bridge, and garbage cans

💡 Electricity Credit — Ratified

An $85 credit was formally ratified for lots 92 and 93 to reimburse electricity costs used to light the Wood Trails signage at the Larch Way & 175th entrance.

🏠 Architectural Review (ARC) Process

The Board agreed to continue reviewing and approving urgent ARC requests (such as emergency roof repairs) to avoid delays for homeowners, while a new tiered approval policy is developed to fully align with RCW 64.90.

📅 Meeting Minutes & 2026 Schedule

Minutes from the August 29 and December 16 board meetings were officially approved. The Board also confirmed that all 2026 scheduled meetings will be held at 6:00 p.m.

⏸️ Items Tabled for Further Review

The Board is committed to being good stewards of your reserve funds. Several projects were tabled pending clarification on contractor bids and to ensure we maintain healthy reserves:

Park Asphalt Pathways: Awaiting bid clarification from contractors to reconcile pricing discrepancies. The Board is also exploring options to reroute sections of the pathway to avoid ongoing tree root damage.
8th Ave W Median Circle: Awaiting bid clarification from contractors to reconcile pricing discrepancies
Playground Wood Chips: Classified as lower priority (cosmetic); also requires assessment of the surrounding wooden barriers
Tree Pruning: Prioritized as the #1 safety concern; seeking additional quotes for the 32 trees identified in the park inspection

📜 A Note on New State Requirements

As of January 1, 2026, RCW 64.90 (WUCIOA) requires all board meetings to be open to homeowners, with 14-day advance notice. This is why you received an invitation to attend this meeting—and why we encourage your continued participation.

The Board is actively working on updating our governing documents and policies to fully comply with these new transparency requirements. We'll keep you informed as we progress.
